오늘(미국시간 2022년 07월 15일) 미국 주식시장 친환경 에너지 섹터가 추락했고, 이는 미 의회에서 친환경 에너지 산업을 강화하는 법안이 통과되지 못한다는 전망으로 인한 것입니다. 

민주당에서 주도하던 법안을 상원의원 조 만친(Joe Manchin)이 반대해 협상을 결렬시켰는데 이 사람도 민주당이군요. 만친은 상원에서 에너지 및 천연자원 위원회 의장입니다.

바이든 대통령의 포괄적 경제 의제를 토대로 한 '더 나은 재건' 법안 이슈에서, 의회에서 몇 달간 이어온 협상을 어제 만친이 결국 '폭파'시키면서 법안 협상을 주도해온 척 슈머(Chuck Schumer) 민주당 원내대표에게 처방약과 기타 의료 조치 비용을 낮추는 데에 국한된 법안만 지지할 것이라고 밝혔습니다.

인플레이션 문제를 이유로 친환경 에너지 법안을 무기한 미루겠다는 것인데, 동료 의원, 민주당원, 기후 운동가들로부터 만친을 향한 거센 분노가 일어나는 상황이라 합니다. 파장이 상당해 보입니다. 

이것은 바이든 행정부의 초기 계획인 3조 5,000억 달러에서 1조 7,500억 달러의 규모로 축소된 법안을 침몰시킨 것입니다.

기후 변화와 청정 에너지에 대한 행동은 그 어느 때보다 시급합니다.  

상원에서 기후 위기 해결과 국내 청정 에너지 산업 강화를 위해 움직이지 않는다면 나는 이 순간에 대처하기 위해 강력한 행정 조치를 취할 것입니다. 나의 행동은 일자리를 창출하고, 에너지 안보를 개선하고, 국내 제조 및 공급망을 강화하고, 미래의 유가 및 가스 가격 인상으로부터 우리를 보호하며, 기후 변화에 대처할 것입니다. 나는 물러서지 않을 것입니다. 일자리를 창출하는 것과 청정 에너지의 미래를 건설할 기회는 너무나 중요하기에 미뤄둘 수 없습니다.

헬스 케어 역시 중요합니다. 강력한 특수 이익 단체가 수십 년 동안의 치열한 반대를 한 이후, 민주당원들은 뭉쳐서 제약 산업을 물리치고 메디케어에 더 낮은 약가를 협상할 수 있는 권한을 부여하며 수백만 가정의 건강 보험료 인상을 방지할 준비가 되어 있습니다. 의회가 이 조치를 취하면 전국의 가정은 더 쉽게 잠을 잘 수 있을 것입니다. 상원은 앞으로 나아가야 하며, 8월 휴회 전에 그것을 통과시켜 내가 서명할 수 있도록 나의 책상으로 가져와야 합니다.

Action on climate change and clean energy remains more urgent than ever. 

So let me be clear: if the Senate will not move to tackle the climate crisis and strengthen our domestic clean energy industry, I will take strong executive action to meet this moment. My actions will create jobs, improve our energy security, bolster domestic manufacturing and supply chains, protect us from oil and gas price hikes in the future, and address climate change. I will not back down: the opportunity to create jobs and build a clean energy future is too important to relent.

Health care is also critical. After decades of fierce opposition from powerful special interests, Democrats have come together, beaten back the pharmaceutical industry and are prepared to give Medicare the power to negotiate lower drug prices and to prevent an increase in health insurance premiums for millions of families with coverage under the Affordable Care Act. Families all over the nation will sleep easier if Congress takes this action. The Senate should move forward, pass it before the August recess, and get it to my desk so I can sign it.

This will not only lower the cost of prescription drugs and health care for families, it will reduce the deficit and help fight inflation.

I want to thank Leader Schumer for his dogged and determined effort to produce the strongest possible bill to bring down costs, reduce the deficit, and combat the climate crisis while boosting our energy security – even offering significant compromises to try to reach an agreement. I also want to thank Speaker Pelosi for her leadership – thanks to her hard work, the House passed a strong bill on climate change and reducing costs last year. Now, Congress must act quickly and get legislation to my desk to deliver for American families.
